Opportunities for unemployed people to staff Polling Stations and Count Centres

When people in Ireland are asked to vote, be it in referenda or elections, the INOU has on many occasions raised with the relevant Minister the question of unemployed people having access to the opportunity available to work in Polling Stations and Count Centres. Returning Officers are required to provide for a recruitment process which positively encourages and welcomes applications from unemployed people. Though it is possibly too late to secure such employment for the forthcoming Referenda, some opportunities may still exist. 

One of our INOU members – who had previously worked as a polling clerk – advises to contact the Returning Officer the day before or close to the date of the referendum to say that you are willing to travel with the option of more than one polling station: this is important as it's about letting people know you are reliably available to work and travel some distance which increases your chances of being selected if someone doesn't show up on the day.

Applications for positions can be made to the Returning Officer for your local area for the day (from 6 am to 11 pm). References may be required to be submitted with applications though this should be confirmed with the relevant Returning Officer. We asked our Welfare Rights Section to calculate the impact of securing this type of work and they gave the following examples:  

  • Assuming payment for one day’s work at a Polling Station to be €350, the impact on a person’s Jobseeker's Allowance will be as follows:
    Income from work = €350.00
    Daily disregard of €20.00 = €330.00 x 60%= €198.00 (assessable income)
    Jobseeker's Allowance maximum for a single person = €198.00
    N.B.: if the assessable income is the same or greater than the Jobseeker's Allowance payment, no payment is due for that week
  • If the person is in receipt of a Jobseeker's Benefit payment, the payment structure is as follows:
    Income from work = €350.00
    Jobseeker's Benefit payment €198.00 (based on 5 days at €39.60 per day)
    Jobseeker's Benefit payment reduced by €39.60 = €158.40
