New Consumer Protection Code 2025

The Central Bank has created an updated “Consumer Protection Code” that will be in force from the 24th March 2026. This is to update the previous 2012 Code following a thorough review.

 The Code is “a set of regulations designed to protect the interests of financial consumers”. It is more important than ever to have these protections in place, as bad actors are becoming more sophisticated, and consumers need to have their rights protected.

 The Central Bank wanted to achieve the following aims with the revised Code:

  • Deliver a modernised Code that reflects how financial services are delivered in a digital world
  • Ensure firms effectively incorporate customers’ interests into their strategy and decision-making
  • Create a package of updated protections that reflect how consumers are accessing financial services today.
  • Provide clarity and predictability for firms on their consumer protection obligations
  • Support consumers and firms in accessing and navigating the Code.

 

The updated Code for 2025 has made specific changes, including “a particular emphasis on digitalisation, informing effectively, mortgages and switching, unregulated activities, frauds and scams, consumers in vulnerable circumstances, and climate risk”.

The Code’s section on “consumers in vulnerable circumstances” will be very helpful to protect people who for whatever reason require more support to navigate financial services.

It ensures that staff are trained to identify and support vulnerable consumers and report concerns of financial abuse being experienced by a customer.
