General Welfare Rights Enquiry
Please use this form if you wish to contact the INOU in relation to any General Welfare Rights issue relating to:
- Applying for a Jobseeker's payment (Jobseeker's Allowance / Benefit / Self-Employed or Jobseeker's Pay- Related Benefit)
- Moving from Jobseeker's Pay-Related Benefit to Jobseeker's Allowance / another Social Welfare payment
- Issues / problems with your current Social Welfare payment
- Application for a payment has been refused or an existing payment has been stopped / suspended or reduced
- Applying for a new payment or different payment (i.e. Jobseeker's to Disability)
- Taking up training, education or Community Employment (CE) / Tus
- Moving from One Parent Family Payment to Jobseeker's Allowance Transition / Jobseeker's Allowance Transition to Jobseeker's Allowance, or
- Any other issue related to access or entitlement to a Social Welfare payment.
Submit a General Welfare Rights Equiry and one of our Information Officers will contact you, in the strictist confidence, to discuss the issue and any options available to you.
Back to Work Supports Enquiry
If you, or your spouse / partner, are in recieptof a Social Welfare payment are thinking of taking up either part-time or full-time work, or self-employment, and would like to know:
- What your options are;
- How much you can earn while in reciept of a payment;
- How your Social Welfare payment may be affected by income from work / self-employment (you or your spouse/partners);
- The number of days or hours that can be worked based on the payment you are receiving;
- How your secondary benefits might be affected (i.e. Fuel Allowance, Back to School Clothing and Footwear Allowance, Christmas Bonus, Medical Card etc.);
- How your local authority rent, HAP or Rent Supplement may be affected;
- Community Employment (CE) and Tus options

Social Welfare Appeals
If you have been the subject of a decision by the Department of Social Protection, including any decision that has:
- refused your applicaiton for a Social Welfare payment;
- stopped, reduced or suspended your existing Social Welfare payment;
- reduced your Jobseeker's payment to a Penalty Rate of payment where you belive it was done without good cause or just reason;
- assessed an Overpayment against you in relation to an existing or previous Social Welfare payment, and the Department of Social Protection are seeking to recover monies that you do not believe they are owed.
and you do not believe that this decision was correct, you may have the right to appeal that decision to the Social Welfare Appeals Office.
The INOU offers a free, impartial and confidential Social Welfare Appeals support service If you are considering taking an appeal against a decision by the Department of Social Protection, and would like to speak to one of our Information Officers about the decision, any options available to you and how the INOU might be able to assist and support you with you appeal, please fill in our INOU Social Welfare Appeals Enquiry form.

Fuel Allowance Enquiry
